No desktop or a blank desktop appears after you log on to Windows 2000 http://support.microsoft.com/kb/836417
If the steps detailed in the two articles above do not help, I would like appreciate if you could help test the following:
Test 1
======
If you boot the Windows 2000 Server in Windows Safe Mode with Networking and log on with Administrator account, will you see a blank screen again? If yes, please go to Test 2.
Test 2
======
Boot the Windows 2000 Server in normal mode and log on the server with Administrator account. Press CTRL+ALT+DEL and select Task Manager, will the Windows Task Manager prompt successfully? If yes,
check in the Processes list and see if you can find explorer.exe. If not, please click File->New Task (Run¡), type explorer.exe and click OK. Can you see the desktop now?
If you can see the desktop after doing the steps in Test 2, please check if you can open registry. If yes, please help collect the following files on this server and send to us for further research:
File 1. SETUP Perf MPS Report

The MPS Report file can provide us with more information about the current status of the system and I would like to check it for you. For example, after checking the System Information file in it, we can check
whether there is any conflicting software on the machine. After checking the event logs, we may find some errors related to the issue.
1. Download MPSReport tool from below URL

2. Execute the tool on the server, and if you are prompted "Include the MSINFO32 report?", please type Y.
3. Please send the result file (CAB file) found to us

1. On the Windows 2000 Server, use Registry Editor to add the following registry value (or modify it, if the value already exists):
Value Path: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
Value Name: UserEnvDebugLevel
Value Type: REG_DWORD
Value Data: 10002 (Hexadecimal)
2. Restart the server.
3. Log on the server with Administrator account, then send the %Systemroot%\Debug\UserMode\Userenv.log file.
If userinit.exe is missing or corrupt, from such actions as SP installs,
the user will be able to log in but the Explorer will not be started. User
is left with a blank background screen. Control-Alt-Delete will still work,
and you can bring up Task Manager and launch Explorer.
So, Copy from userinit.exe a machine with the same service package to
problematic machine's %systemroot%\system32 directory.
